The mass market solutions, based on the use of GPS/GLONASS satellite navigation in personal devices (navigators and smartphones), telematics devices and in-vehicle navigation & information systems, have reached limits of their technological development and penetration. Consumers and businesses demand more: reliability assurance, higher accuracy, ‘everywhere’ navigation (not only outdoors).

The navigation technology development will be highly impacted by parallel in-vehicle revolutionary processes: data exchange between cars, between cars and the infrastructure, robotic automation. The cooperation in the BRICS+ format and the commercialization of potential of the ERA-GLONASS system, which commercial operation was started in 2015, will be an additional and important factor of the navigation market ‘reset’ for Russia.

Today there is a paradoxical situation for the satellite navigation deriving from specialized military applications since 1960th. Now all the expenses (billion dollars a year) for the maintenance and development of navigation systems are incurred by states — owners of these systems (at the moment these are Russian and the USA, soon it will also be the EU and China), and the global mass markets with dozens of billion dollars formed on the basis of free and globally available satellite navigation signal. At the same time the civil consumers make higher and diverse demands on satellite navigation, and the traditional military consumers more actively look for alternative (in particular, more jam-proof) solutions.

The misbalance of interests of consumers and states — satellite navigation systems owners can slow down the development of navigation technologies and markets already pretty soon.

The Russian market of navigation technology introduction is one of the most advanced ones on the global level. Over the last several years there have been a number of large projects, putting the industry in the list of the most advanced ones in domestic and global economies, implemented.

There was the ERA-GLONASS Project implanted that became a pioneer in the field of accident emergency response navigation systems. The similar projects will be implemented in counties — EAEU members, China, India, OAE and other show stable interest to it.
Russia worked out the satellite navigation competency portfolio that is acknowledged by leading actors of the technology. These competencies can be a foundation for exporting domestic technologies, though it takes a number of issues to be solved.

What are geographic and country priorities? Do we need a universal solution or localization for each market? What kind of partners can help start using GLONASS export potential successfully and promptly?
